About the program

The International Cooperation and Technology Transfer Program works to build strategic partnerships with local and international institutions, donor agencies, and relevant organizations, and to enhance effective communication with them in order to support the provision of the necessary resources for initiatives and projects that contribute to achieving the Center’s objectives.

The program also oversees the implementation of funding agreements and ensures that funded projects and programs are executed in accordance with the terms of those agreements. In addition, it contributes to building the capacities of Jordanian researchers in universities and research centers, manages technology transfer processes within the Center, and encourages the establishment of economically productive companies based on research and development outputs

Coordinate joint calls for research proposals with international counterparts.

Oversee studies, technical specifications related to projects and activities and ensure continuous improvement.
Supervise project implementation, monitoring, and reporting in line with approved plans and donor requirements.

Project “Technology transfer and commercialization of scientific research results through government procurement of innovation in the Mediterranean region.” (2020-2023)

The project aims to:

  • Increase the awareness of policymakers and decision-makers regarding the use of the concept of public procurement for innovation by government institutions, so that it is adopted as a national strategic tool and as an integral part of science and technology policy in Jordan.
  • Identify the challenges and needs of government institutions in order to reach innovative solutions and pioneering technological projects that can be procured within the framework of the public procurement for innovation policy.
  • Enhance the transfer of scientific research results and outputs from universities, institutions, and research centers, with the aim of registering them as patents, commercializing and developing them, in cooperation with private sector institutions and the government sector.
External agreements and joint research projects

Internationally, the Center has worked on implementing the provisions of the memorandum of understanding signed with the Italian National Research Council for the years (2017–2023), which was renewed for an additional five years (2024–2029). In 2024 and 2025, new memoranda of understanding were signed to support joint research projects with the Turkish Scientific and Technological Research Council (TÜBİTAK), the Moroccan National Center for Scientific and Technical Research (CNRST), the Czech Academy of Sciences and Technology, and the Bulgarian Embassy in Amman.

The Center is also in the process of concluding new memoranda of understanding with the Malaysian Academy of Sciences and others.

Memorandums of understanding between the center, universities and national institutions

The Center concludes local memoranda of understanding with universities, scientific and research centers, non-profit institutions, and the private sector to achieve the Center’s vision and strategy. These memoranda aim to enhance scientific cooperation, coordination, and partnership in supporting research and development activities, building researchers’ capacities, and organizing joint scientific and research activities and events, including conferences, seminars, and workshops.

Start-up support activity

The National Center for Research and Development launched the Startup Support Program for 2023 in the fields of food security and health security. Through this program, the costs of services needed by startups in their early stages were covered. A committee of experts evaluated 28 applications for support and selected five winning startups.

Participate in preparing and reviewing policies and presenting them to the Jordanian government

The National Center for Research and Development contributed to the preparation of two policy white papers published in 2023 and submitted to the relevant policymaking authorities in Jordan, entitled:

  • Impact-Based International Research Collaboration in Jordan: Insights, Lessons Learned, and Perspectives from the Newton–Khalidi Researcher Links Workshops.
  • Technology Transfer and Commercialization of Research Results through the Public Procurement for Innovation Model in Jordan.
