The International Cooperation and Technology Transfer Program fosters strong partnerships with local and international institutions, donors, and relevant organizations to mobilize resources that support the National Center for Research and Development’s (NCRD) initiatives and projects. The program oversees the execution of funding agreements and ensures that all funded projects and programs are implemented in accordance with agreed terms and standards. In addition, it contributes to building the capacities of Jordanian researchers in universities and research centers, while managing the center’s technology transfer initiatives and promoting the creation of economically viable companies based on research and development outputs.

Program Responsibilities and Services
Build partnerships with national and international research institutions through memoranda of understanding (MoUs) and agreements to support joint projects
Manage technology transfer initiatives and encourage the creation of economically viable companies based on research and development outputs
Coordinate joint calls for research proposals with international counterparts.
Contribute to developing and submitting project proposals to local and international funding bodies.
Support the organization of seminars, conferences, and specialized training.
Assist in developing the plans and programs necessary to implement the center's general policy and program.
Oversee studies, technical specifications related to projects and activities and ensure continuous improvement.
Supervise project implementation, monitoring, and reporting in line with approved plans and donor requirements.

Program Projects

Technological transfer and commercialization of public research results through PPI in the Mediterranean region -PPI4MED (2020-2023).

The project aims to:
-Build the capacity of policymakers, public officers, researchers, and private sector actors on Public Procurement of Innovation (PPI) and its application in Jordan’s science, technology, and procurement policies.
-Identify public institutions’ needs and challenges for innovative solutions within the PPI framework.
-Promote technological transfer of scientific research results and outputs in universities and research centers.

International Agreements and Joint Research Projects

At the regional and international level, NCRD promotes collaboration with international centers or institutes that share the same objectives.
NCRD signed Memorandum of Understanding with the Italian National Research Centre for the years (2017-2023) and renewed it for five years (2024-2029). In 2024 and 2025 the center signed MoUs with the Turkish Scientific and Technological Research Institute (TÜBİTAK), the Moroccan National Center for Scientific and Technical Research (CNRST), the Czech Academy of Sciences and Technology and the Bulgarian Embassy in Amman. The Center is in the process of concluding new memoranda of understanding with the Malaysian Academy of Sciences and others.

National Memoranda of Understanding with Universities and National Institutions.

NCRD has signed local Memoranda of Understanding (MoU) with different universities, scientific and research Institutions, NGOs and private companies to achieve the Center's vision and strategy. These memoranda aim to enhance scientific cooperation, coordination, and partnership by supporting scientific research and development activities, building researchers' capacities, and organizing joint scientific and research activities and events, including conferences, seminars, and workshops.

Start-up Support Activity

NCRD Supports at least (4) new companies, startups, and entrepreneurs, working in the field of Food and Health Security Annually. The program enhances their skills, performance, and efforts to commercialize Jordanian products and services. 
NCRD launched in 2023 Start-up Support Program in the fields of food and health security. A committee of experts evaluated twenty-eight (28) applications for support, selecting five (5) winning start-ups.

Participate in preparing and reviewing policies and presenting them to the Jordanian government.

NCRD Participated and contributed to the development of two white papers published in 2023 and presented to policy Maker actors in Jordan with the titles of: 
• “Impact-driven international research collaboration in Jordan: insights, learnings and Perspectives from the Newton-Khalidi Fund Researcher Links Workshops” 
• “Technology Transfer and Commercialization of research results through Public Procurement of Innovation Model in Jordan”.
